Principals

James P. Rooney Jr

Jim is co-founder and President of Upstream Investor Services, LLC, an entity formed to provide consulting and asset management services to non-industry participants in the upstream oil and gas sector. Jim was formerly CEO of Pendragon Energy Partners, Inc., an operating oil and gas company that executed a series of oil and gas acquisition partnerships with a major life insurance company.  Jim had previously been a principal of a registered investment advisor that comprehensively evaluated direct upstream investments on behalf of major investment banks, private banks and trust departments. He also co-founded their institutional affiliate, which originated and managed direct oil and gas investments on behalf of major pension funds.  Jim has graduate degrees in economics from Columbia University and Oxford University; he has a B.A. from Williams College.

Hal F. Miller

Hal has a long and distinguished career both as an oil and gas executive and consultant. He is President of  Subsurface Consultants & Associates, LLC (SCA), which provides a full suite of technical consulting services to a blue chip roster of domestic and international oil and gas companies. Prior to joining SCA in 2004 as Vice President of Operations, Hal spent a total of 26 years working at Conoco and ConocoPhillips. During that time he held a variety of positions including operations, exploration, and human resource management at the business unit level, and corporate level skills management for the geoscience and reservoir engineering disciplines. Hal received his B.A. from Williams College, and an MS in Geology from the University of Colorado.
